Rhondson Armor Boutique is located in Tarrey Town, ran by Rhondson. After the proper recruitment has been completed by Link, the Shop will appear in town (see Tarrey Town for better description of steps needed). Once the Shop is established, pieces of armor from the Desert Voe Set will be sold.
